ARTICLE I. - IN GENERAL


Sec. 25-1. - Disposal of evidence.

The chief of police, with the advice and consent of the city manager, shall have the authority to dispose of, by public sale to gift to a charitable organization, such items of physical property in the possession and under the control of the city police department, wherein the same has been held as material evidence and has not been claimed by the true owner thereof for a period of 90 days, such period commencing the date a final judgment shall have been entered and no appeal taken.

Sec. 25-2. - Destruction of dangerous property.

The chief of police is hereby authorized to dispose of, by destruction, such items of personal property that may come into his possession as material evidence or otherwise, such items being defined as weapons, guns, narcotics, dangerous drugs or other substances of any nature which, if sold or donated to a charitable organization, could constitute an actual or potential danger to the health, safety and well being of the citizenry.

Sec. 25-3. - Arrest without warrant.

City police officers have the power to arrest without warrant as set forth in state law.

ARTICLE II. - POLICE RESERVE

Sec. 25-16. - Establishment.

The city council, under the provisions of state law, ordains the establishment of a police reserve force, under the terms set forth in this article.

Sec. 25-17. - Number.

The police reserve force shall be unlimited in number of officers.

Sec. 25-18. - Appointment.

The members of the police reserve force shall be appointed by the chief of police. City council approval is necessary for a person to carry a weapon or otherwise act as a peace officer.

Sec. 25-19. - Supervision.

Any person appointed as a member of the police reserve force of the city shall act under the supervision of the chief of police when discharging official duties as a duly constituted police officer.

Sec. 25-20. - Certification.

Any person appointed as a member of the police reserve force shall hold a basic peace officer certification.

Sec. 25-21. - Carrying weapons.

Persons appointed to the police reserve force, after approval by city council, may carry a weapon when authorized by the chief of police, when discharging official duties as a duly constitute police officer.

Sec. 25-22. - Compensation.

Police reserve force members shall serve without compensation.

Sec. 25-23. - Uniform expense.

The chief of police is authorized, whenever deemed necessary by him, to request the city manager to compensate any police reserve force member for uniform expenses, and the city manager is authorized to approve such request for reimbursement as, in the exercise of his discretion, he may deem reasonable and necessary.

Sec. 25-24. - Insurance coverage.

It is provided that police reserve force members shall be covered by hospital and medical assistance insurance and such other insurance protection and coverage as shall be directed from time to time by the city manager.
