Dog-Friendly Bellaire
Bellaire is a city of homes, and plenty of those homes have dogs in them. What the city offers the dogs is narrower than you might guess, and it is set out in writing. Bellaire is generous to dogs in one place and strict everywhere else, and the place is the Officer Lucy Dog Park.

The city's Parks page puts the rule in one sentence: dogs on leash are only allowed in Paseo Park and Vic Driscoll Park, and dogs off leash are allowed only at the dog park. That sentence is worth reading before you clip on a leash and head for the nearest playground.

The dog park
The Officer Lucy Dog Park, 4300 Edith St, sits inside Lafayette Park, 4337 Lafayette, according to the city. The city lists its hours as 5 a.m. to 9:30 p.m., every day.
The city's dog park page sets out the rules in plain terms. Dogs must be leashed on arrival and departure and unleashed once inside. Handlers must be at least 12, and dogs at least 4 months old. Dogs must display current license and vaccination tags, and handlers should carry vaccination records. The page bars dogs in heat or showing aggression, unattended dogs, spiked or pronged collars, food and drinks for dogs and humans alike, digging and persistent barking, and it allows a maximum of three dogs per person. Pet registration, meant to help with lost or stolen pets, is available through the Bellaire Police Department. The page mentions no fee and does not describe separate areas by dog size, so ask the parks department if that matters for a small or shy dog.
Leashed walks
Two city parks allow dogs on a leash. Paseo Park, 5000 Bellaire Blvd, is a stretch of improved-surface trail that the city lists along the 4800 to 5000 blocks of Bellaire Boulevard. Vic Driscoll Park, 4500 Locust Street, is the other park the city lists with an improved-surface trail, and its Park Information entry shows a 9:30 p.m. to 5 a.m. curfew. Paseo Park's own page cites the general 11 p.m. to 5 a.m. rule, although the Park Information page says none is imposed there, so walk it in daylight and you will not have to settle the question.
Beyond those two trails, the city's own rule leaves the dog park as the only place to let a dog run.
Where dogs are not welcome
Read literally, the city rule keeps dogs out of Bellaire's other parks, including the playgrounds, ball fields and nature trails. Evelyn's Park, 4400 Bellaire Blvd, says so directly: its park page states that no dogs are allowed, per City of Bellaire ordinance. The city's general park rules also ban alcohol, smoking and glass, so a picnic with a dog in a Bellaire park is a short list of permitted things. Next door in West University Place, the city's park rules prohibit alcohol, tobacco and pets, and cite a $500 fine. The Nature Discovery Center's pages do not state a pet policy, so the safe answer at Russ Pitman Park, 7112 Newcastle St, is to follow the city's rule.
Beyond the city line
The Danny Jackson Family Bark Park, 4828 Loop Central Dr in Houston, lists hours of 5 a.m. to 10 p.m. every day. It is a Harris County Precinct 3 park, and the precinct's site says its parks include dog parks. The precinct's page does not give rules, size divisions or fees, so look those up before you drive.
Patios
Neither the city's pages nor the listings say which restaurants welcome dogs, and the restaurants' own sites say little. Two places do describe outdoor seating. Cafe Piquet, 5757 Bissonnet St, calls itself a neighborhood, family restaurant with indoor seating and a spacious outdoor patio. Enoteca Rossa, 4566 Bissonnet St, describes a relaxed patio alongside its indoor dining room. Neither site says anything about pets, so call before you arrive with a dog, and accept the answer you get.
Boarding, vets and groomers
Camp Bow Wow West Bellaire, 6703 Chimney Rock Rd, lists dog daycare, boarding, grooming, enrichment and reward-based training. Its site says dogs take a behavioral assessment before group play, are grouped by size and temperament, and are supervised by counselors trained in pet CPR and first aid, and it lists hours of 7 a.m. to 7 p.m. Monday to Saturday and two shorter blocks on Sunday.
For a vet, two clinics are listed in the city: Chestnut Animal Hospital PC, 4834 Chestnut St, and Westheimer Animal Clinic Bellaire, 7005 Mapleridge St. For grooming, the listings include Petbar Boutique, 5130 Bissonnet St, Happy Dogs Grooming, 5216 Spruce St, and The Tailored Tail Pet Salon, 5201 Spruce St. The listings give only the category for each, so ask about breeds, sizes and appointments when you call.
Before you go
- Keep the dog leashed everywhere in Bellaire except inside the Officer Lucy Dog Park, because the city allows off-leash dogs nowhere else. - Carry your dog's vaccination records and make sure the license and vaccination tags are on its collar, since the dog park page asks for both. - Leave spiked or pronged collars, treats and your own coffee at the gate, because the dog park bars those collars and any food or drink, for dogs and people alike. - Do not assume a patio welcomes dogs just because it has tables, since neither Cafe Piquet nor Enoteca Rossa says so on its site. - Skip Evelyn's Park with a dog, where the no-dogs rule comes from a city ordinance.
