Bellaire rules, answered
Can I take down the oak in the front yard? Do I need a permit for a garage sale? When can the remodeling crew next door start in the morning? The answers are in the City of Bellaire's Code of Ordinances, a long legal document most people never open. We read it so you don't have to.
Each answer gives the rule in plain words, the exact section of the city code it comes from, what happens if you break it, and which city department to ask. Bellaire is 3.6 square miles and entirely its own city, so these rules apply everywhere inside it.

The fine print
These answers come from the City of Bellaire Code of Ordinances as published on Municode (Supplement 21). The city code changes, and a newer ordinance may not be in that version yet. Deed restrictions and HOA rules can be stricter than the city's, and the city does not enforce those. This page explains the rules; it is not legal advice. If something on your property depends on it, ask the city department named in the answer before you build, buy or cut.
Unless a section sets its own penalty, a violation is punished by a fine up to the most the municipal court may charge under state law, and each day a violation continues counts as a separate offense (City Code Sec. 1-10). Under Texas Local Government Code Sec. 54.001, that is up to $500 for most rules, and up to $2,000 for rules on fire safety, zoning, or public health and sanitation. Some sections set their own penalty, and each answer says so where it applies.
